2. Addition to an existing use, and require Building Permit or Certificate of Occupancy

3. Change in principal use, and require Building Permit or Certificate of Occupancy

4. The construction of location of structure within 75 feet of the centerline of any public road or highway, and require Building Permit or Certificate of Occupancy
